Board of Education Meeting

The Moon Area Board of Education met November 19, 2012, in the High School Board Meeting Room, called to order by the president, with nine directors present and a crowd of 40 including reporters. The board approved the October 8 and October 29 minutes and the November financial reports, then approved bills across the General Fund, bond funds, activities, and food service. It approved the 2013-2014 budget timetable, the 2012-2013 activity groups, donations to the district, and a resolution to join the AIU joint purchasing program, appointing a regular member and an alternate. The board accepted Policy 620, Fund Balance, on third and final reading.

The board approved change orders on the high school-to-middle school conversion in a roll call vote, with the president and three other directors dissenting on the IT-15 hardware item. It authorized bids to replace the boilers at Brooks Elementary School, charged to the Capital Reserve Fund, and accepted an energy consumption inspection proposal from Essential Energy Solutions. It approved staff conferences, a range of personnel actions including resignations, substitutes, pay increases, leaves of absence, and coaching salary adjustments, and approved the District Level Comprehensive Planning Committee membership.

The evening's fight centered on two studies. The board accepted a demographic study from Stewman Demographics and an elementary facilities study from Stantec Architecture and Engineering, both charged to the General Fund. A director tried to table both items to the December 3 meeting for better public notice but was outvoted on each; the director voted alone against the demographic study and against the facilities study, and another director abstained on the facilities study. After a resident criticized the evening's conduct, the president cancelled board comments and the meeting adjourned at 8:33 p.m.
