Board of Education Meeting

The Moon Area Board of Education met July 20, 2015, in the High School Board Room, called to order by the Vice President. Directors present were the Vice President, Tranter, Hauser, Tatone, Bussard, Schisler and Testa; Olszewski and LaRue were absent. The board approved minutes from April through June and the July financial reports, then authorized the monthly bills, split between the General, Capital Projects, Enterprise and Activity funds. The director dissented on two architect and contractor payments. The superintendent's office filed no report.

The board approved a solar-energy proposal, directing the superintendent to negotiate with Coatesville Solar Initiative/Keares Electrical Contracting under a lease model that the district argued would incur no debt. It approved security access-control proposals from PSx Incorporated for the Brooks and Allard elementary renovations, a server plus installation from Global Gov/Ed and Questeq, and a SAN upgrade plus setup from AdvizeX. It approved a right-of-way agreement for Allard, a "Project Succeed" agreement with Keystone Oaks, PSBA membership, and insurance renewals including a commercial package, excess liability, workers' compensation and volunteer accident. Policy 913.2 on commercial advertising received first reading.

The board authorized the superintendent to negotiate a one-year agreement with Kennedy School of Driving, approved Edmentum Plato software for the 2015-16 program, and approved conferences for an employee and another employee. It approved a confidential settlement with a resident and another with Travelers Casualty related to construction projects. The director dissented on the resident settlement. Personnel actions included coaching-staff changes, several resignances, a child-rearing leave extension, a salary adjustment for an employee, and new hires including six employees.

The board rejected a motion to hire local students for the Brooks and Allard moving work. In reconvened session it approved a civil action against the Moon Transportation Authority, with the director dissenting and another director abstaining. The meeting adjourned at 9:50 pm.
