Board of Education Meeting

The Moon Area Board of Education met May 23, 2016, in the High School Board Meeting Room at 7:00 p.m., called to order by the president. Nine directors were present; one director was absent. The board had met in executive session beforehand to discuss personnel and litigation.

The board approved bills for the General Fund, Activity Fund, and Capital Projects Fund. It adopted the 2016-2017 Proposed Final Budget, with a Millage Rate of 19.5576, revenues of $70,472,625, expenditures of $75,755,425, use of $232,153 in Unassigned Fund Balance, and a net deficit of $5,050,647 to be funded by extended-term financing proceeds.

The board accepted a proposal from Eric Ryan Corporation to review utility, telecommunications, and internet/data billings, effective July 1, 2016, for a two-year term at a monthly fee, but then voted to table the motion. It approved a furniture purchase from Kurtz Bros. for classrooms, the art room, and library at Hyde Elementary, funded by the Bond Fund. It adopted a resolution authorizing an administrator to sign electronic agreements with the PA Department of Education. The board approved a quote for 150 HP replacement computers for Hyde Elementary and Moon Middle School from Questeq, the lowest of three vendors, noting $17,700 in savings if purchased before May 31, 2016; all directors voted in favor except one director.

The board approved second readings of Policies 317, 806, and 819, and third and final readings of Policies 824 and 916. It accepted resignations from a custodian, a coach, and the athletic director, and approved summer help workers pending clearances. The board approved the IDEA Part B Use of Funds Agreement, the AIU IDEA Part B Direct Payment Option Agreement, and adjourned at 9:15 p.m.
