Board of Education Meeting - Special Meeting

The Moon Area Board of Education held a special meeting on June 28, 2018, at 7:00 p.m. in the High School Board Meeting Room, called to order by the president. Six directors were present—the president, two other directors, and three others (one via conference call)—with three directors absent. Solicitors were seated at the board table.

The board approved the 2018-2019 General Fund Budget with a millage rate of 21.117, moved by a director and seconded by another. All directors voted in favor on a roll call. The board then approved the final tax levy resolutions for the fiscal year, imposing a real estate tax of 21.117 mills with a 0.8142 mill increase, while all other tax rates remained unchanged. This passed on a roll call vote. The board also approved Homestead and Farmstead Exclusion Resolution #2018-1, moved by a director and seconded by another, with all directors voting in favor.

The board approved insurance renewals for July 1, 2018, to June 30, 2019: a commercial package policy from Liberty Mutual via HHM Insurors, excess liability insurance, workers' compensation from UPMC Health Benefits, and volunteer accident insurance from the PSBA. All passed on a roll call vote. The board approved a change order for the Hyde Elementary School Vestibule Project, adding a sum for extra wall work, moved by a director and seconded by another.

During audience recognition, a resident asked how insurance premiums and deductibles are determined. The president and a director explained that past lawsuits had driven up premiums. Another resident expressed hope that no staff would be furloughed and no programs cut. The president confirmed there were no furloughs or program reductions in the budget, and a director noted the Hyde project funds came from the Capital Improvements Fund, not the General Fund or a tax increase.
