Board of Education Meeting

The Moon Area Board of Education held its June 12, 2023 business meeting at 7:00 p.m., called to order by the president. Directors present were the president, Bogatay, Callahan, Wise, Zieger, Harper, Kammerer, and Scappe; Barr was absent. The solicitor attended. The president disclosed that the board had met in executive session beforehand on personnel and legal matters. Bogatay read a statement noting that the Pennsylvania State Ethics Commission's May 16 adjudication found a director had violated multiple sections of the Public Official and Ethics Act; he had already been censured unanimously, and a majority believed his removal warranted, though the director refused to step down.

The board approved the May 8 and May 22 minutes and the June financial reports, approved the monthly bills across the General, Activity, Food Service, and Capital Reserve funds, and renewed its insurance policies with HHM Insurors. It approved the Moon Township Police Department MOU, a Waterfront Learning Services agreement with the Allegheny Intermediate Unit, a no-cost Bradley Center mental health services agreement, attorney fees for two student settlement releases, and a Wesley Family Services contract amendment adding one day per week to address student mental health needs. The board approved third and final reading of 13 policies and procedures covering enrollment, withdrawal, student expression, dress, controlled substances, threat assessment, electronic devices, emergency preparedness, school security, Safe2Say Something, and transportation.

Personnel actions approved included an ELD/ELA specialist, two resignations, several leaves of absence, numerous summer ESY staff, department heads and coordinators for 2023-24, sixth-class teachers, independent contractors including a school physician, dentist, optometrist, MAPS coordinator, and IU social worker, fall coaches, fall event workers, and summer help workers. The board authorized the superintendent to fill ESY paraprofessional and custodian positions before the June 26 meeting. All items passed on roll call, with Bogatay abstaining on summer help (a parent was listed) and Wise abstaining on the volunteer girls tennis coach (a spouse was listed). The board approved two conferences. After public comments urging the director's removal, the meeting adjourned at 7:40 p.m.
