Board of Supervisors Workshop Meeting

The Moon Township Board of Supervisors held a workshop meeting on April 25, 2018, with four members present and one member absent. The board announced executive sessions held on April 4 for police collective bargaining negotiations and immediately before the meeting for confidential personnel matters. No public comments were made on agenda action items.

Under community development, the Planning Director reported that the Planning Commission recommended approval of a minor land development plan for Robert Morris University’s CHP plant, which will be on the May 2 agenda for board action. A representative presented a text amendment to the Marketplace Boulevard TND District, addressing board concerns about retail presence; he stated the project is for-profit and that development would be actively pursued within the next year to year and a half. The board reviewed a $21,000 proposal from KMA Design for gateway and wayfinding signage design; a motion to enter into an agreement will be on the May 2 agenda. The Planning Director noted that Tapestry Senior Living purchased the former Embassy Suites and has begun interior work, but their request to add an independent living component was not included in the zoning amendment. The board agreed to a $4,000 contribution to the Airport Corridor Transportation Association for the RideACTA shuttle service, which provided nearly 80,000 rides in 2017. Three new resident meetings were scheduled for June 12, November 13, and April 9.

In the engineer’s report, a representative of Lennon, Smith, Souleret Engineering updated the board on numerous projects. The 2018 road improvements contractor is set to begin work in mid-May. The Mooncrest sidewalk contract was awarded to Baiano Construction for $112,460.19. At the Carnot Fire Station, Contract No. 18-FD1 was awarded to Nasoco for $39,400, glass block windows were installed by Swede Construction for $13,800, and garage floor coating was awarded to Specialty Coatings & Consulting for $11,518. At the Boggs Run Fire Station, Swede Construction was the sole bidder for glass block windows at $10,500, and the board discussed a $10,200 recommendation for a heating/dehumidification unit from Tri-State Plumbing and Heating; the engineer will confirm if the unit includes air conditioning. A geotechnical report for Kenny Ross Field lighting was proposed at $14,875. For Whispering Woods ballfield, one bid was received for roof replacement, and Duquesne Fence was the low bidder for fencing at $19,650 base bid. The engineer also reported that the township’s Pollution Reduction Plan was approved with stipulations, and that asphalt will switch to warm mix for energy savings and durability.

The Finance Director reported that financial reports for March are delayed due to the transition to new tax collectors. The check register for April 5-20 was presented. The Parks and Recreation Director outlined summer programming, including Friday Fun Nights, July 4th entertainment featuring The Doo Wop All Stars, NoMad, and Dancing Queen, and a Memorial Day ceremony. The park security bid was rebid after the initial awardee, Gentile and Associates, withdrew because they did not realize they needed to provide their own vehicle; new bids will be opened May 21.

The board previewed the regular meeting agenda, which includes proclamations for Public Service Recognition Week, three Eagle Scouts, and the Moon Area High School ice hockey team, as well as the RMU CHP plant minor land development plan. A resident followed up on his complaint about parking on Ridge Road; the township manager noted that many roads lack off-street parking and the board will consider enforcement. The meeting adjourned to executive session at 8:06 p.m.
