Board of Supervisors Budget Workshop Meeting

The Board of Supervisors held a budget workshop meeting on October 24, 2022, with the chairman presiding and two members present; two members were absent. No public comment was offered. The chairman reported that he had asked the Moon Township Police Chief to attend the October 26 workshop to present budget numbers for the 911 Dispatch Center. The township manager said she would gather data on which communities use the county 911 system versus maintaining their own dispatch center. The finance director distributed handouts for the 2023 proposed budgets for the ARPA Fund, Stormwater Management Fund, Capital Reserve Fund, and Liquid Fuels Fund. She noted that this was the last budget work session and that the preliminary budget would be presented at the November 2 meeting. For the ARPA Fund, proposed revenue and expenditures were each $2,432,876, with a projected ending cash balance of $29,789. The Stormwater Fund showed proposed revenue and expenditures of $1,442,497 and a negative ending balance of $181,316. The Short-Term Borrowing Fund had proposed revenue and expenditures of $855,170 and an ending balance of $204,933. The Capital Reserve Fund showed proposed revenue of $3,896,877, including a $2,500,000 transfer from the General Fund. The finance director suggested reducing that transfer; the board agreed to discuss the option before budget adoption. The Capital Reserve Fund’s proposed expenditures included $100,000 for Nelson Pond maintenance, though the 2023 budget line was $25,000. The projected ending balance for the Capital Reserve Fund was $1,434,768. The Liquid Fuels Fund showed proposed revenue and expenditures of $1,103,419 and an ending balance of $214,299. The township manager reported that General Fund revenue would exceed expenses once adjustments were made and gave an update on real estate tax collections through September 30, 2022. The meeting adjourned to executive session at 6:12 p.m.
