Board of Supervisors Regular Meeting/Reorganization Meeting

The Moon Township Board of Supervisors held its annual reorganization meeting, followed by a regular meeting, on January 5. During the reorganization, the board unanimously elected a chairman, a vice-chairman, and a chairman pro tem for the year ahead. It set its regular meeting schedule for the first Wednesday of each month at 6 p.m. and workshop meetings for the last Wednesday of each month, also at 6 p.m., in the municipal building. The Times was named the official newspaper for public notices, with the Pittsburgh Post-Gazette as the emergency alternate.

The board appointed the township manager to continue as manager, secretary, and treasurer, and set her bond at $1.6 million. The assistant township manager was reappointed as open records officer and assistant treasurer. Lennon, Smith, Souleret Engineering was retained as the consulting engineer, with Herbert, Rowland & Grubic as the alternate. A geotechnical engineer's firm was kept as geotechnical engineer, and Michael Baker Jr., Inc. and TPD Traffic Planning and Design were retained as traffic engineer and alternate. BIU and Municipal Code Enforcement, LLC were approved as third-party construction code inspection agencies. Dillon McCandless King Coulter & Graham, LLP was reappointed as township solicitor.

Several board and commission appointments were made: a resident was reappointed to the Zoning Hearing Board; a resident was appointed to fill an unexpired alternate term. A supervisor was reappointed to the Moon Transportation Authority, with a supervisor appointed to fill an unexpired term. A resident was reappointed to the Parks and Recreation Advisory Board, and a resident to the Vacancy Board. A resident was reappointed to the cable advisory board. On the Library Board of Trustees, the board reappointed two residents, and appointed two residents to three-year terms; two residents were not appointed. A resident was appointed to the Industrial Development Authority. A resident was reappointed to the Mooncrest Historic Overlay Advisory Committee; no architect candidate was nominated for the remaining vacancy. A resident was reappointed to the Recreation Authority. Two residents were reappointed to the UCC Board of Appeals, with a resident appointed as an alternate. Five residents were appointed to the Environmental Advisory Council; one vacancy remains. A resident was reappointed to the Municipal Authority. A resident was reappointed to the Parks Foundation, and a supervisor was appointed to a seat. A resident was appointed to the Planning Commission. Three supervisors were appointed as delegates to the South Hills Area Council of Governments; the township manager as voting delegate to the Pennsylvania Association of Township Supervisors; two supervisors as delegates to ACATO; and an employee as emergency management coordinator.

Following the reorganization, the board approved minutes from the November workshop and December regular meeting. It passed six resolutions: designating First National Bank as the township depository (R-1-2026); authorizing payroll checks (R-2-2026); authorizing prepayment of bills (R-3-2026); establishing administrative and non-bargaining unit salaries (R-4-2026); adopting a general fee schedule (R-5-2026); and authorizing the manager to execute DEP-related documents (R-6-2026). The board also approved a simple subdivision for Village at Marketplace Phase 2D, 10th Amendment. Invoices were approved for payment across seven funds totaling $429,023.01. The meeting adjourned at 6:54 p.m.
